Massive financial irregularities “unearthed” at Governor Mutua’s office

Just days after Machakos Senator Johnstone Muthama threatened to bring to the table impeachment proceedings against Governor Alfred Mutua, an audit report seems to be backing Mr Muthama.
According to the Auditor General reports on Machakos County, massive financial transactions and irregularity has raised questions of Governor Mutua’s record.
According to the Auditor General, Governor Mutua paid Sh500,000 for “expenses for French Investors, mobile toilets” and “tents” worth Sh258,500 but no receipts are attached to the expense report.
The report also alleges that the Governor purchased Subaru Outbacks totaling to Sh26 million which were then registered under personal names instead of Machakos County.

The report also goes on to state that in 3 months, Machakos County had made irregular payments totaling to Sh14 million which could not be accounted for. The report also unearthed 6 “confidential accounts” which Gov. Mutua assigned a budget line “CONFIDENTIAL VOUCHERS”.
It was revealed that between April and June 2013, Sh7.5million was withdrawn under “CONFIDENTIAL VOUCHERS”. The county has yet to account for that.
The County also spent Sh500,000 to “decorate” the Governor’s lawn but there is no supporting documentation.
Machakos County also spent Sh2.8 million at the funeral of former Makueni Senator Mutula Kilonzo. This includes Sh1 million paid by Gov Mutua as contribution to the funeral expenses and a similar amount to hire a public address system from HomeBoys Entertainment Ltd.
All this was despite the fact that Mutula Kilonzo was from Makueni.
The amount is recorded to have been paid to the governor who is documented as the payee — Dr Alfred Mutua.
Further, Sh880,160 was spent to procure one laptop, a receiver, a microphone, a speaker, wireless speakers, a projector, amplifier and a microphone stand for the same funeral.
Eralier in the week, Senator Muthama had alleged that there was corruption and misuse of public funds by Governor Mutua. Mutua had responded saying that Muthama was anti-development and was only bitter as Mutua refused to reward his cronies.
